For those initiating a new industry, wherein Chartered Engineer certificate is mandatory for the Plant and Machinery purchased (either used or new) as per prevailing norms of respective Financial Institutions, Government Departments, Industries Departments, insurance companies, for availing Subsidies as they will require this documentation to finalize their processes and procedures

2. For Importing Used or Refurbished Machinery to India, as mandated by Indian customs regulations.

The Chartered Engineer's Certificate typically includes:

· The operational condition of the equipment

· Current market value of the equipment

· Country of origin

· Year of manufacture

· Estimated value at the time of manufacture

· Remaining useful life of the equipment

· Packing list, including spare parts

Additionally, a Chartered Engineer certificate is issued:

1. With respect to EPCG License (Export Promotion Capital Goods Scheme)

To apply for an EPCG License, a certificate from an independent Chartered Engineer is required, certifying the intended use of the capital goods for import, which will be utilized in manufacturing processes related to export obligations.

2. With respect to Installation Certificates

Exporters are required to submit the Installation Certificate for Capital Goods imported under the EPCG scheme to the Regional Authority of the Directorate General of Foreign Trade (RA DGFT) within the specified timeframe to facilitate the seamless redemption of Export Obligations.

3. With respect to Import to SEZ

A Special Economic Zone (SEZ) is recognized as a duty-free area, treated as foreign territory for the purposes of trade operations, duties, and tariffs. A Chartered Engineer Certificate is necessary to validate the authorization and approval of the exporter’s import and export activities.

4. Pre-shipment Inspection

This procedure involves assessing the quality, quantity, market price, currency exchange rate, and financial terms. It is a mandatory step for obtaining an import certificate necessary for the shipment and its subsequent clearance.

5. Advance License

An Advance License allows for the importation of inputs without incurring basic customs duty. This license can be either value-based or quantity-based. A Chartered Engineer must certify that the imported inputs, exempt from customs duties, comply with the required standards.
